The move represents one of the most dramatic ruptures yet in a relationship that has deteriorated sharply since Hamas launched its attack on Israel on October 7, 2023 — an assault that preceded Israel’s sweeping military campaign in Gaza, which has now killed more than 72,000 Palestinians.
The UN’s annual report on conflict-related sexual violence, customarily shared with relevant states before publication, cited credible information regarding sexual violence committed by Israeli security forces against Palestinian detainees held in prisons and detention centres. UN inspectors were denied access to Israeli detention facilities, the organisation confirmed. Palestinians held in Israeli prisons have reported dehumanising treatment by guards and soldiers, including accounts of torture and sexual violence.

The listing did not come without warning. In August, the UN had already signalled that Israel risked being added to the blacklist, giving Israeli authorities months to respond. Israeli officials subsequently invited UN representatives to visit Israel to examine the allegations firsthand — an offer that did not prevent the final designation.
Israeli foreign ministry spokesperson Oren Marmorstein rejected the findings, while Guterres’s spokesperson Stephane Dujarric declined to comment on the diplomatic rupture beyond confirming the secretary-general’s office had received Israel’s communication. Guterres was declared persona non grata by Israel in 2024, a designation that already reflected the depth of the breakdown between Jerusalem and the UN leadership.
The blacklisting draws on a growing body of testimony and documentation. At least 15 separate cases of sexual assault or rape were reported by freed activists from a Gaza-bound aid flotilla who had been detained by Israel. A separate investigation by journalist Nicholas Kristof, based on accounts from 14 male and female Palestinian victims, detailed rape accusations against Israeli forces — reporting that prompted Israeli authorities to announce legal action against the New York Times.
Beyond detention facilities, the crisis extends into the occupied West Bank. A report by the West Bank Protection Consortium found that sexual violence and gender-based abuse carried out by Israeli settlers and soldiers are driving Palestinians from their homes and communities. The findings suggest the problem is not confined to formal detention settings but is contributing to broader displacement across the territory.

Israel’s decision to cut ties with Guterres is the latest and most severe expression of a relationship that has been in freefall since the Gaza war began. Israeli officials have repeatedly accused the UN of institutional bias, while UN bodies and human rights organisations have escalated their criticism of Israeli military conduct and the conditions facing Palestinian civilians and detainees.
The rupture carries significant practical consequences. With no direct channel to the secretary-general’s office, Israel’s ability to engage with UN-led diplomatic processes, humanitarian coordination, and investigative mechanisms will be severely constrained. For the UN, the breakdown complicates efforts to monitor conditions in Gaza and the West Bank at a moment when international scrutiny of the conflict has never been more intense.
